Citizenship by Investment

Citizenship application: Citizenship through the investment or donation framework introduced by Decree-Law 7/2025.

The latest CIU memo located, dated 10 April 2026, paused applications from holders of three or more foreign nationalities and adult-dependent passport issuance. Any subsequent changes and current prices need written CIU confirmation.

First obtain written CIU confirmation that the applicant’s nationalities and dependants are currently accepted, together with the investment and fee schedule. The April 2026 memo describes due diligence, nationality/civil-registration and passport stages, but the identified pauses and any later procedural changes must be resolved before proceeding.

Applicants must meet the nationality-law and CIU conditions. Existing nationalities and adult-dependent eligibility require particular attention.

Prepare certified identity, family and financial records, satisfy due diligence and obtain a current written CIU investment/fee schedule. Confirm the applicable civil-registration and passport procedure before relying on a remote application.

A possible grant of São Toméan nationality and subsequent identity/passport documents after the official process is completed.
