Eligibility
Eligible third-country nationals with stable resources and the same MPRP asset tests: €500,000/€150,000 financial, or €650,000/€75,000 financial.
Requirements
Rent of at least €14,000 a year for five years, plus €60,000 administration, €37,000 contribution, a €2,000 donation and dependant fees. A licensed agent, insurance and background checks are required, a home must be retained thereafter.

    Meet the property, contribution, financial-resource and due-diligence conditions of the permanent residence programme.

    Permanent residence

    MPRP grants permanent residence subject to its continuing conditions. Actual residence must separately be established for a nationality application.

  3. 03
    Maltese citizenship · discretionary

    Residence-based naturalisation requires the final twelve months of residence plus four years in the preceding six, English or Maltese, good character and suitability. The Minister decides whether to grant nationality.

Meeting the residence period creates eligibility to apply, not an entitlement. MPRP is a residence programme and does not promise Maltese citizenship.

How does this application work?

The licensed agent files the MPRP application and financial/background evidence. Following approval instructions, provide the qualifying lease, contribution, donation and health cover, then complete the card formalities. Retain the qualifying rental for five years and meet the continuing home requirement thereafter.
