Benefits
Selection can support a Canadian permanent-residence application after the Québec conditions are completed, federal admissibility checks remain separate.
Eligibility
At least CAD2 million lawful net assets, two years’ management experience in the preceding five, an eligible diploma and spoken French at Québec level 7.
Requirements
Use an authorised financial intermediary for a CAD1 million five-year investment and CAD200,000 contribution. Obtain the work permit and complete 12 months in Québec within two years, including at least six months personally, the spouse may complete the other six. Provide wealth-origin and values-attestation evidence.

    Complete the Quebec investor selection, work-permit and required Quebec stay before proceeding to federal permanent residence.

    Permanent residence

    Apply for federal permanent residence and pass the applicable admissibility checks. A provincial nomination is not the grant of permanent residence.

    Canadian citizenship

    As a permanent resident, accumulate at least 1,095 days of physical presence in the previous five years. Eligible pre-PR temporary days count as half-days, up to 365 days. Tax filing, language and citizenship-test requirements apply where required.

Citizenship is based on actual qualifying presence. Simply holding a Canadian permit or owning a business does not meet the residence test.
